Scrap metal dealers
No person shall carry on a business as a scrap metal dealer
unless they have registered their particulars with the council.
Scrap metal registrations are issued under the Scrap Metal
Dealers Act 1964 .
The Act states that a person carrying on a business as a scrap
metal dealer shall be treated as carrying on that business in the
area of a local authority only if one of the following conditions
apply:
- they occupy a scrap metal store in the area;
- they reside in the area but do not occupy a scrap metal store
in the area or elsewhere - that is, they are an itinerant
dealer;
- they occupy a place in the area wholly or partly for the
purposes of a scrap metal business but they do not occupy a scrap
metal store in that area or elsewhere.
The registration lasts for three years.
Application evaluation process
Applicants must provide:
- their full name;
- the address of the dealer or in the case of a company, their
registered or principal office;
- the address of each place occupied as a scrap metal store, if
any.
Applicants must also state whether the business is carried on
without a scrap metal store and if so, whether they occupy a place
for the purposes of business and the address of such a place.
The registered dealer must notify the council of any changes to
these details or if they cease to be a scrap metal dealer.
Will tacit consent apply?
Yes. This means that you will be able to act as though your
application is granted if you have not heard from the council by
the end of the target completion period.

Consumer complaint
If you are a customer of a scrap metal dealer, you should first
contact the operator, preferably in writing, with proof of
delivery. If that does not work and if you are located in the UK,

(www.consumerdirect.gov.uk/) will give you advice. From outside the
UK, contact the UK European Consumer Centre.
