The government plays an important role in ensuring people can make informed choices about the amount they drink. The police and local authorities have appropriate powers to deal with those individuals who cause trouble and ensure that those who sell alcohol and provide entertainment do so responsibly.

The Secretary of State considers it appropriate for the promotion of the licensing objectives to specify mandatory conditions. 

Mandatory conditions apply across England and Wales, the government expect Licensing Authorities to take any breach seriously.  

Failure to comply with any conditions attached to a licence or certificate is a criminal offence. If convicted, you could get a fine of up to £20,000, up to six months imprisonment or both.

List of Conditions

Each condition will relate to a Premises Licence or Club Premises Certificate.

  • Condition 1 - No supply of alcohol. This condition is added to Premises Licences where authorised for the sale of retail of alcohol 'on and off' the premises. This condition took effect on 24 November 2005.
  • Condition 2 - Door supervisors. This condition is added to all premises licence where the premises may hire security staff, such as  pubs, night clubs.  This condition took effect on 24 November 2005.
  • Condition 3 - age restricted films. This condition is added to Premises Licence and Club Premises Certificate where the premises is authorised to show films.  This condition took effect on 24 November 2005.
  • Condition 4 - purchase of alcohol in clubs. This condition is added to Club Premises Certificate where the premises is authorised for the supply of alcohol. This condition took effect on 24 November 2005.
  • Condition 5 - no commission for alcohol in clubs. This condition is added to Club Premises Certificate where the premises is authorised for the supply of alcohol.  This condition took effect on 24 November 2005.
  • Condition 6 - No profit made in clubs. This condition is added to Club Premises Certificate where the premises is authorised for the supply of alcohol.  This condition took effect on 24 November 2005.
  • Condition 7 - Irresponsible drink promotions. This condition is added to all Premises Licence and Club Premises Certificates authorised for the sale and supply of alcohol 'on' the premises. This condition took effect on 1 October 2014.
  • Condition 8 - Free potable water. This condition is added to all Premises Licence and Club Premises Certificates authorised for the sale and supply of alcohol 'on' the premises.  This condition took effect on 1 October 2014.
  • Condition 9 - Age verification policy.This condition is added to all Premises Licence and Club Premises Certificates authorised for the sale and supply of alcohol 'on and off' the premises.  This condition took effect on 1 October 2014.
  • Condition 10 - Drink measures.This condition is added to all Premises Licence and Club Premises Certificates authorised for the sale and supply of alcohol 'on' the premises.  This condition took effect on 1 October 2014.
  • Condition 11 - Permitted price of alcohol.  This condition is added to all Premises Licence and Club Premises Certificate authorised for the sale and supply for consumption 'on or off' the premises.  This condition took effect on 28 May 2014.
