Driver Licence Application

Application Process

Applications must be downloaded and printed prior to completion; applications cannot be submitted electronically due to an increased risk of fraud, especially identity theft.  The application pack contains all the forms required. Please read the information and forms carefully before you start to complete them. You should post your completed forms by Royal Mail Recorded Delivery or hand them  in at reception.

Applicants must comply with the following;

You must have a satisfactory command of English.

You must hold a full DVLA, Northern Ireland, or other EEA state driving licence that was issued at least 12 months ago.

You must be 18 years old or over.

You must have an enhanced criminal records check from the Disclosure and Barring Service

You must have a medical examination with a registered GP who must have access to your medical records.

You must obtain a driving standards pass certificate from one of our authorised driving assessment providers.

You must provide two passport photos with a Form of Endorsement.

If you have lived outside of the UK for any part of the previous 5 years then certificates of good conduct must be obtained from the Police at each place of residence detailing any driving and criminal convictions.  Certificates must be translated into English at your expense and must be verified genuine by the relevant embassy in the UK for the country of origin.

What is a Disclosure & Barring Service (DBS) Check?

Hackney Carriage and Private Hire Drivers will, at some time or other, be carrying out what the DBS  refers to as 'regulated activity' when transporting children or vulnerable adults to or from  a regulated activity and it is organised by the providers of the regulated activity or an organisation working on their behalf, for example, a Local Authority school contract or NHS contract.  It is, therefore, essential for you to have an enhanced disclosure.  This disclosure shows all convictions, cautions and warnings you may have, whether they are deemed spent or not.

What is a Driver and Vehicle Licensing Agency (DVLA) check?

A Driver and Vehicle Licensing Agency (DVLA) check shows your driving endorsement history and any current points you may have on your licence.  There is a £5 fee payable.  A cheque or postal order, made payable to DVLA, should be attached to your completed DVLA Mandate.  

What is a Group 2 Medical Check?

You must be medically fit.  Medway Council has adopted the DVLA Group 2 medical standards and requires you to comply with these standards.  Evidence of this must be obtained from a registered general practitioner (GP) to show whether or not you are fit to drive in accordance with the Group 2 medical standards.  The medical form and Medical Practitioner Declaration is included in the Driver Licence application pack.  The fee for the medical is set by and paid by you directly to the GP.

What is a Driving Standards Assessment?

A driving assessment is specifically designed for applicants who have already passed their driving test and may have years of driving experience.  This assessment shows whether they have a good enough standard of driving to ensure that their passengers have a safe, comfortable and enjoyable journey.  Medway Council's current authorised providers are Green Penny and DIAmond Advanced Motorists Ltd.  You can book your tests on-line by clicking on the links.  The fee for this assessment must be paid directly to the assessment provider.  The list of providers may be added to at any time.

What is the Form of Endorsement?

The form of endorsement is a document that must be completed by an acceptable countersignatory (please read the Photograph Guidance) who has known you personally for at least two years.  They must not be related to you by birth or marriage. Neither should they be in a personal relationship with you (this includes a same sex relationship) nor live at the same address They must endorse two identical passport sized recent photographs that are a true likeness of you.  One photograph must be signed, date and certified by them  stating the following:  ‘I certify that this is a true likeness of [Mr, Mrs, Miss, Ms or other title followed by your full name]’.

What Happens Next?

Following receipt of your application, you will need to be interviewed by a member of the Licensing Services Team  who will process an application for an Enhanced DBS check and assess your command of English (where appropriate).  We will contact you to arrange an appointment. 

When attending your interview you must ensure you bring your original ID with you, which must include a valid Driving Licence.  A list of acceptable documents can be found on the DBS Website
