A
key element of the overview and scrutiny function is the call-in facility,
this allows for the scrutiny of cabinet decisions prior to their implementation.
The call-in facility is designed to ensure transparency of the decision-making
process and enables consideration as to whether a decision is appropriate.
When a decision is made a record of decisions will be published within two
working days of the cabinet meeting. These will state the day on which the
decisions were published and specify that the decision will come into force,
and may then be implemented, on the expiry of five working days unless the
call-in procedure is triggered. The
procedure can be triggered by:
one third
of the whole number of members of an overview and scrutiny committee
or
one third
of the whole number of members of members of the overview and Scrutiny
Co-ordinating Committee or
any six
members of the Council
The overview
and scrutiny committee may recommend that the Cabinet reconsiders the decision
or refer the matter to full Council.
