Adult Social Care Quality Assurance of
Medway Council has a statutory duty to fund
the care of those people ordinarily resident in Medway who are
assessed as needing care, and who are eligible for public financial
support. In some cases it may be necessary for the council to
purchase the support that is needed, for example: a place in a care
home or home care support etc.
We conduct regular reviews/checks on
these services to ensure that they are being delivered to the
required standards. In this way we are able to identify any
issues with the provision of the service and ensure that
action plans are put in place to remedy any issues that arise.
What is Quality Care?
To help understand what is meant by quality
care Lord Darzi (2008) defined quality in three elements:
Safety: ensuring the
environment is safe and clean; reducing avoidable harm such as
reducing the number of preventable pressure ulcers and reduced
injury as a result of a fall. This also refers to safeguarding
vulnerable people from harm.
personalised care, treating people with compassion, dignity and
respect (the service user’s experience).
well-being and ability to live independent lives, receiving
personalised care through assessment and support planning processes
(how are people benefitting from using the service).
Our approach to Quality
Our Care Provider’s performance is
monitored in several ways.
Online self-assessment forms – Providers
complete an online form on a quarterly basis which requests
specific information relating to: service provided, needs and risk,
capacity and staffing levels.
However, once a year Providers are asked to
complete a more in-depth version that requires them to upload
copies of their policies, procedures and compliance such as
insurances and system checks.
Onsite visits are also conducted periodically.
However, if poor performance has been identified then the
visits will be more frequent. The aim of the visit is to assess how
the care home works on a day to day basis and to ensure they are
working to the required standard.
Care Quality Commission (CQC) is the regulator
of health and adult social care in England. They conduct
regular inspection visits. http://www.cqc.org.uk/content/what-we-do
HealthWatch Medway has the power to ‘Enter and
View’ Providers premises and to observe the delivery
of health and social care services.

Our online quarterly monitoring forms the
basis of our quality assurance visits to Providers. The forms are
also a useful tool for Providers to audit themselves and to make
improvements where necessary.
