Councillors' Code of Conduct

All members of the council, co-opted members with voting rights and parent governor representatives are required to agree to observe the council's Code of Conduct, which is based on a model approved by Parliament and can be found in chapter five of the council's constitution.

In addition to signing to observe the Code of Conduct, members must make a return of financial and other interests to the council's Monitoring Officer.

Any member of the public who thinks a Medway councillor or a parish councillor may have breached the Code of Conduct should contact the council’s the Monitoring Officer in the first instance. The Standards Committee can only deal with complaints about the way a councillor has behaved and cannot deal with anything that is not covered by the Code of Conduct. Every council in England has a Standards Committee, which ensures that all councillors, including parish councillors, are aware of their responsibilities under a national code of conduct and investigates any complaints about them.

New rules mean that such complaints will in future be dealt with locally, so extra people are needed to help out. At the moment the committee includes six independent members, four councillors from Medway Council and three parish councillors. Independent simply means someone who is not a councillor or associated with any political party but simply a member of the public with an interest in local affairs.

The committee meets between four and six times a year, although meetings might be more frequent if the workload increases.
