Home energy conservation strategy
Medway Council has published its Fuel
Poverty and Home Energy Conservation Strategy and an action
plan that set out what it will be doing up to 2011 in relation to
fuel poverty and home energy conservation.
Fuel poverty occurs when a household needs to spend more than 10
per cent of its income on fuel to heat its home to an adequate
standard. There are nearly 25,000 households in Medway that are
spending more than this on their energy bills. Energy-saving
measures and installations are one way to improve the energy
efficiency of a property.
Adequate warmth is generally defined as 21°C in the main living
room and 18°C in other occupied rooms, following the
recommendations of the World Health Organisation. Living in a home
that is not adequately heated can lead to numerous health problems
for the people living in it, including:
- increased respiratory illnesses;
- increased blood pressure leading to increased risk of heart
disease and strokes;
- worsening arthritis;
- increased accidents at home;
- increased social isolation;
- impaired mental health;
- adverse effects on children’s education;
- adverse effects on nutrition.
