Medway Council's Licensing Unit issues several types of licences and permits
Applicants who want to know the licensing procedures and regulations can view the main types of licences and permits issued by the licensing unit below.

Licensing Reception
The Licensing Unit has its own reception area and is operated by licensing staff trained in all the types of licensing legislation. The reception deals with applicants applying for licences/permits and the public who wish to raise concerns, view applications or view the public register. This will remain in its current location in Annexe A, First Floor, Civic Centre, Strood.
How to get there
The entrance is in the rear depot yard and not in the main Civic Centre buiding or large car park area. If you are coming from Knights Road, follow the signs to the Civic Centre and take the first left turn after the railway bridge just before you enter the main car park area. There are two metal gates into the depot yard. A sign is displayed halfway down the buildings on the right hand side.
If you are coming from the Civic Centre building or main car park, you will see a number of buildings furthest from the river. Walk through the gap between the building with a clock tower (Strood Contact Point) and the building next to it and enter into the rear depot yard and turn left. Halfway down the buildings on the left hand side will be sign showing you to the licensing entrance.
The Licensing Unit is on the first floor (there is a lift). Please ring the bell to call a member of staff. There is limited seating for people who are waiting. If possible, please telephone before going to reception to make sure a member of staff is available or items for collection are ready.
Reception opening hours
Monday to Friday: 10am to 12noon and from 2 to 4pm.
Please note
The reception area may be closed occasionally for team training or meetings. A notice will be displayed at these times. The Licensing Unit apologises for any inconvenience and will try to provide as much notice as possible.
In special circumstances, you may arrange an appointment to see a specific member of staff outside the normal reception opening times.
At the end of each month it is extremely busy in our reception. Please be patient and the team will try and deal with your enquiry as quickly as possible.
Please be aware that the Licensing Team is currently dealing with 100 callers a week at the reception desk, therefore please do not leave your visit to the reception to the end of the opening times.
The team cannot complete your documentation on your behalf. It is your responsibility to complete. The team is happy to provide information but it is not here to give legal advice on individual applications. Please seek legal/professional advice when needed.
Postbox in licensing reception
If you would like to leave documents for the licensing team when reception is closed, please put this in the secure postbox at the right of the bell. This box will be checked during the day by a member of the licensing team and everything received will be logged to confirm date and time.
Important
Please do not put the following items in the postbox:
- cheques;
- cash; or
- original identification documents;
The Licensing Unit cannot guarantee their safety.
Making a payment
The Licensing Unit does not provide a full cashier service and is unable to accept cash payments. Medway Council does not accept payments by American Express. If you wish to pay by Electron or Maestro International cards, please contact the cashiers on 01634 332803, Monday to Friday between 8.30am and 5pm.
Licensing reception payments
During reception opening hours the licensing team can take the following payments:
- Debit and credit cards are the fastest method.
The Licensing Unit now has a computer system in place in reception and can process your payment instantly. When payments are accepted it can issue you with a receipt. Please have your payment card ready for a member of team to enter on the computer system. The team will ensure that your card details and personal information remain secure and confidential when entering on the system. If someone other than the applicant is making a payment, the team will need their full name and address and they will need to attend the reception.
- Cheques can delay paperwork and the team is unable to issue a receipt immediately.
The licensing team can take cheques but has to then forward these to the cashiers department for processing. Once this is done, a receipt is forwarded to licensing which is then forwarded on to you. This can take some time, so please be patient. In some cases the team is unable to fully process your application until the payment is confirmed.
Licensing telephone payments
The team can only take debit and credit card payments during the times below for telephone enquiries. Please do not leave your payments details on voicemail.
Telephone enquiries
- Monday to Thursday: 8.30am to 12noon and 2pm to 5pm.
- Friday: 8.30am to 12noon and 2pm to 4.45pm.
- Between 12noon and 2pm, you may leave a voicemail message for a member of staff. This is to allow for the licensing team to catch up on administrative duties such as issuing licences, permits and plates without interruption.
