Plans
All applications for a Premises Licence under section 17 of the Licensing Act 2003 (the Act) and a Club Premises Certificate (section 71) must be accompanied by a plan of the premises to which the application relates.
Scale
Plans must be produced to standard scale of 1:100. The council may allow an alternative scale for plans if this has been agreed in writing previously. This will be considered for large establishments where the required layout needs to be easily identified.
Layout
The plan will show:
- the extent of the boundary of the building, if relevant, any external and internal walls of the building and if different, the perimeter of the premises;
- the location of points of access to and exit from the premises;
- the location of escape routes from the premises;
- in a case where the premises is to be used for more than one licensable activity, the area within the premises used for each activity;
- in a case where a licensable activity relates to the supply of alcohol, the location or locations on the premises which are to be used for the consumption of alcohol;
- fixed structures (including furniture) or similar objects temporarily in a fixed location (but not furniture) which may affect the ability of individuals on the premises to use exits or escape routes;
- in a case where the premises include a stage or raised area, the location and height of each stage or area relative to the floor;
- the location of any steps, stairs, elevators or lifts;
- the location of any room containing public conveniences;
- the location and type of any fire safety and other safety equipment;
- the location of a kitchen, if any, on the premises.
The plan may include a legend as long as it is sufficiently illustrated by the use of symbols on the plan.
Advertisement
Certain applications must be advertised. In these cases, after the council has confirmed that it has received a properly completed application, it will need to be advertised as in the form of a public notice and in a local newspaper.
Displaying a public notice
Period The notice must be displayed for no less than 28 consecutive days.
Size The notice must be A4 size or larger and printed legibly in black ink or typed in black in a font size equal to or larger than 16.
Colour The notice must be pale blue.
Wording The notice must contain the following:
- the full name of the premises;
- the postal address of the establishment or if no address is available, a description of the premises e.g. public house, off-licence, night club and its location;
- the name of the applicant;
- a list of the licensable activities in the application;
- details of the licensing authority (i.e. Medway Council, Gun Wharf, Dock Road, Chatham, Kent ME4 4TR) and where the full application can be viewed;
- the date by which an Interested Party or Responsible Authority may make representations to the council (28 consecutive days from when the notice was put up);
- a statement that representations must be made in writing;
- at the bottom, a statement that it is an offence, knowingly or recklessly, to make a false statement in connection with an application and the maximum fine for which a person is liable on summary conviction for the offence;
- in a variation application, a brief description of the proposed variation.
Display The notice must be placed in a prominent position on the exterior of the premises to which the application relates. It must be read conveniently from the public highway. If that part of the perimeter of the premises that faces a highway or public access is longer than 164 feet (50m), a further notice is needed every 164 feet (50m) along it.
Advertising in a local newspaper
Period The application must be advertised on at least one occasion during the period of 10 working days from the council confirming that it has received a properly completed application.

I, Joe Bloggs, am applying for a Premises Licence at: The Dog and Duck Public House High Street Rochester Kent ME1 2HG. My application is made to: Medway Council Gun Wharf Dock Road Chatham Kent ME4 4TR and I am asking to be licensed for the following licensable activities: - sale of alcohol (10am – midnight);
- Regulated Entertainment (8pm - 1am);
- Late Night Refreshment (11pm – midnight).
Should you wish to make representations to the council, it must be in writing. You can study this application by contacting the council by [date]. It is an offence to knowingly or recklessly to make a false statement in connection with an application and the maximum fine for which a person is liable on summary conviction is £5,000.
