The rules

The way in which the council procures goods and services is governed by:

  • The law

The European Community (EC) has introduced a number of directives setting out how organisations in the public sector let contracts. These have now been incorporated into UK law.

The EC Regulations cover issues such as when and how the council must advertise requirements, the timescales to be allowed and standards that have to be applied.

There are many other pieces of general legislation that also govern how the council behaves.

  • The council’s contract rules and financial regulations

The council’s constitution sets out the broad framework within which it operates. This includes the council’s contract rules and financial regulations, which set specific rules which all people involved in the procurement of goods and services must follow.
