Statement by the Chief Executive of Medway Council

Medway Council will comply with all of its legal duties (as detailed in the Health and Safety at Work etc. Act 1974 and associated legislation) to provide safe and healthy working conditions for all its employees. Accordingly, it will take positive action to ensure that no employee, client or any other person is adversely affected by its work and services.

The council will:

  • co-operate with all those with an interest in health, safety and welfare, such as staff, clients, contractors and enforcing authorities;
  • ensure that sufficient resources are available to  implement this policy fully;
  • ensure that all staff are competent to carry out the duties asked of them and provide all information, instruction, supervision and necessary training;
  • actively consult with staff on matters of health, safety and wellbeing, primarily through corporate and directorate health and safety committees and other stakeholders and
  • maintain its plant and premises in a condition that is safe and without risk including, where appropriate, safe access and egress.

I require all staff to:

  • work only to the council’s agreed safe systems of work and take reasonable care for their own safety and that of any other person who may be affected by their acts or omissions and
  • report to management any matter they believe to be a safety concern of which management may not be aware.

I require all managers to read, understand and comply with this policy document, including its supporting organisation and arrangements and any further instructions that may be issued from time to time. They are to ensure that the requirements of these documents are communicated to their staff.

I, Neil Davies (Chief Executive), while acknowledging my responsibilities, have appointed Tricia Palmer (Assistant Director, Organisational Services) as the council’s lead manager for health, safety and wellbeing matters, to provide the council with appropriate assistance and ensure that suitable and sufficient health and safety advisors are nominated and appointed to support line management.
