In July 2002, the Medway Council signed a local public service
agreement with the government. In return for improving performance in key service areas the council
will get more funding. Over time all councils will negotiate a local public service agreement but Medway
was one of the first. The council has agreed to improve
performance in the following areas by the end of the agreement in March 2005: - To
increase the percentage of pupils achieving level 4 and above in national curriculum tests in English
and Mathematics at the end of Key Stage 2.
- To increase the
number of young people going on to Higher Education.
- To
provide high quality pre-admission and rehabilitation care to older people to help them live as independently
as possible, by reducing preventable hospitalisation and ensuring year on year reductions in delays
in moving people over 75 on from hospital.
- Improving the
Life Chances for Children in Care.
- To reduce the number of
people killed or seriously injured in road accidents.
- Reduce
the number of abandoned vehicles on the streets of Medway.
- Overall
annual improvements in cost effectiveness of 2% or more.
- Increasing
community and business access to services.
- Increase the employment
rates of disadvantaged groups living in the most disadvantaged wards in the Medway Council Area.
- Increasing
brownfield housing development.
- Reduce the levels of Homelessness
within Medway.
- To reduce the number of incidents of criminal
damage in Medway.
The local public service agreement
contains more detailed information on these targets, how the council aims to achieve them and the funding
