For the last eight years the council has been required to produce an annual performance plan. In accordance with the Local Government and Public Involvement in Health Act 2007 (www.opsi.gov.uk/acts/acts2007/ukpga_20070028_en_1) there is no longer a statutory requirement to publish an annual Best Value Performance Plan in the format of previous years. A Communities and Local Government letter dated 7 March 2008 stated that, for 2007/2008, the requirement is limited to the reporting of outturn performance data together with a statement certifying compliance with the Code of Practice on workforce matters. The statement is set out below.

The information in the tables is set out under the council's core values and strategic priorities:

Statement certifying compliance with the Code of Practice on Workforce Matters
Medway Council will continue to ensure that all individual contracts that are awarded comply with the Code of Practice on Workforce Matters in local authority service contracts, as it has this year. This means that all companies awarded contracts by Medway Council must treat staff who transfer to them no less favourably than when they were employed by the council.
