This is a community-led neighbourhood partnership initiated to transform the area into a vibrant community with a greener and cleaner physical appearance. Funding to support this comes from: The council has commissioned Sunlight Development to carry out a consultation exercise with local residents. A series of workshop events identified a number of issues adversely affecting the community, including: - a lack of training opportunities and adult learning programmes;
- poor access to health care services in the area;
- high levels of long-term unemployment and skills shortages;
- poor environmental health and community safety issues;
- a need to promote the effective use of Palmerston Park and other green spaces;
- a lack of facilities and activities for young people;
- no multi-functional centre to cater for the specific needs of the area.

The overwhelming consensus of opinion among residents was that service providers had neglected the needs of the community. This has led local service providers, such as the council, police and transport service providers to explore ways of strengthening existing partnerships to improve access to services for residents.
The White Road Estate neighbourhood lies to the south of the All Saints neighbourhood and its borders can be defined by Palmerston Road, Kitchener Avenue, Magpie Hall Road and Glencoe Road. It is largely made up of a 1930s pre-war housing estate in central Chatham, with a mixture of 6,334 private and housing association homes and is among the 11 per cent most deprived neighbourhoods nationally. 39 per cent of households have one person with a long-term illness and 16 per cent of the population are in lone parent families.
The neighbourhood has a young, largely white British, unskilled population, chronic under-investment, low-quality managed housing stock and poor access to services. There are few community spaces or community activities present in the area.
