The Planning and Compulsory Purchase Act 2004 (www.opsi.gov.uk/acts/acts2004/20040005.htm) which came into force in September 2004, established a new approach to spatial planning. Regional planning guidance, structure plans and local plans are being replaced by regional spatial strategies and local development frameworks (LDFs).
Medway Council is responsible for preparing an LDF for its area that will consist of development plan documents (subject to a public examination process) and other local development documents.
Annual Monitoring Report
Section 35 of the Planning and Compulsory Purchase Act 2004 requires every local planning authority to make an Annual Monitoring Report (AMR) to the Secretary of State for Communities and Local Government containing information on the implementation of the LDF and the extent to which the policies set out in local development documents are being achieved. Further details of this requirement are set out in Regulation 48 of the Town and Country Planning (Local Development) (England) Regulations 2004 (www.opsi.gov.uk/si/si2004/20042204.htm). The report needs to look at statistical survey periods for monitoring which are tied to the financial year.
This report covers the period 1 April 2006 to 31 March 2007. This is Medway’s third Annual Monitoring Report under the new development plans system. It is a key component in the development of a comprehensive system for monitoring the current and emerging development plans in Medway.
This report provides data for a range of datasets relevant to Medway Local Plan 2003 (MLP) and the emerging Local Development Framework.
As in previous years, this report was produced in two volumes. Volume One is the main report, while Volume Two contains the detailed data and land availability tables.
