Rubbish which is put out too early can cause many problems, especially the litter that can be spread when scavenging animals attack rubbish sacks, which can then attract rats and mice. It can also cause obstructions on roads. The council picks up 5,000 tonnes of litter every year at a cost £2.4m.

Unless exceptional arrangements are made, residents should put rubbish sacks on the boundary of their properties by 7am on the day of collection and no earlier than the night before. People who put out rubbish for collection any earlier than this run the risk of being issued with a £110 fixed penalty notice, reduced to £75 if paid within 10 days of being issued.
