In 2007, the council received 4,250 new applications to its housing register from customers who wish to rent a council or housing association property and it usually has over 8,000 households registered with it at any one time. For popular homes, it can receive over 200 bids from customers, so it is important that it has a fair way of deciding who should be offered each property. This is done through its allocation policy and banding.
On 11 March 2008, the council's cabinet approved a new allocations policy, following an extensive period of public consultation. The decision to adopt the policy ensured that there is greater transparency in the allocation of social housing, legislative requirements are met and that those people who are in the greatest need can expect to be re-housed within a reasonable time. Cabinet agreed to review the outcomes of the new policy annually to inform the wider housing strategy and to monitor its achievements.
