Key Stage 3 Action Plan
Priority 2 Raising attainment in Key Stage 3 (KS3).
Activity 2.1 Improve the quality of teaching and learning across Key Stage 3 and ensure effective progression into Key Stage 4 (KS4).

Purpose of activity To enhance KS3 attainment in order to provide a basis for raising attainment in KS4 and post–16 education.
Other relationships Secondary National Strategy – English, mathematics, science, Information and Communications Technolgy (ICT), foundation subjects and behaviour and attendance strands. ICT Development Plan.
Target groups Teachers, middle managers, leadership groups, headteachers, governors.
Success criteria
  • Aggregated schools’ KS3 targets match Local Education Authority (LEA) targets.
  • KS3 attainment in line with national averages.
  • Overall quality of teaching and learning grades judged as:

    • all schools at 100 per cent satisfactory or better and
    • at least an imporovement of 70 per cent good or better.
Responsibility
  • Priority lead – senior adviser (secondary).
  • Activity lead – Key Stages 3 and 4 strategy manager supported by senior adviser (secondary).
Monitoring Through link advisers’ sample lesson observations, using evidence forms and regular half-termly reviews.
Evaluation Review of Ofsted reports, LEA profile and evidence forms by senior adviser (secondary).

Actions (with approximate timings) 2.1.1 Support quality of teaching and learning through the use of the national strategy programme and training materials. Ongoing
  2.1.2 Raise teacher expectations to be consistent with targets arising from Fischer Family Trust and other national models. By December 2005
  2.1.3 Implement secondary action plans for school support and implement training programmes to meet national and local priorities for KS3. Ongoing
  2.1.4 Disseminate successful teaching and progression strategies through subject leader networks and the use of leading teachers and advanced skills teachers. Ongoing
  2.1.5 Identify KS3 teaching which makes for effective progression into 14 to 19. By March 2005
  2.1.6 Raise achievement through development of formative assessment practices across the secondary phase. March 2004
  2.1.7 Ensure successful induction of secondary newly qualified teachers (NQTs) and overseas trained teachers across Medway. Termly
  2.1.8 Support schools in developing the use of ICT to enhance teaching, learning and attainment across the curriculum. Ongoing

Activity 2.2 Develop and extend the National Secondary Strategy

Purpose of activity To enhance KS3 attainment in order to provide a basis for raising attainment in KS4 and Post–16 education
Other relationships Secondary National Strategy – English, mathematics, science, ICT, foundation subjects and behaviour and attendance strands. ICT Development Plan.
Target groups Teachers, middle managers, leadership groups, headteachers, governors.
Success criteria All LEA KS3 targets met or exceeded.
Responsibility
  • Priority lead – senior adviser (secondary).
  • Activity lead – Key Stages 3 and 4 strategy manager supported by lead consultants, consultants for English, mathematics, science, ICT, behaviour and attendance, and general advisers.
Monitoring Through link advisers' visits and analysis of performance data by Key Stages 3 and 4 strategy manager and ICT strategy manager.
Evaluation

Through:

  • evaluation of sample evidence forms by senior adviser (secondary);
  • feedback from regional strategy directors.

Progress reviewed against published targets by senior adviser (secondary).

Actions (with approximate timings) 2.2.1 Implement secondary strategy, English, mathematics, science, ICT, foundation subjects and behaviour and attendance action plans. Throughout 2005-06
  2.2.2 Ensure consultant team receive appropriate continuing professional development (CPD). Ongoing
  2.2.3 Develop a network of leading teachers and departments, supplemented by a team of advanced skills teachers. Ongoing
  2.2.4 Identify and provide focused support to targeted schools. Termly

Activity 2.3 Raise attainment through improved transfer and transition between KS2 to KS3 and KS3 to KS4.

Purpose of activity To accelerate pupil progress and achievement at points of transfer and transition.

Target groups KS2/3 assessment co-ordinators, Year 6 teachers, headteachers in primary and secondary schools, Special Education Needs (SEN) co-ordinators in primary and secondary schools, heads of Years 7, 9 10 and middle managers.
Success criteria
  • Pupils’ prior attainment and progress sustained and positive attitudes engendered.
  • High quality learning observed in Years 7 and 10.
Responsibility
  • Priority lead – senior adviser (secondary).
  • Activity lead – Key Stages 3 and 4 strategy manager.
Monitoring Through link advisers' sampling of early autumn lesson observations and scrutiny of pupils’ work by senior adviser (primary) and senior adviser (secondary).
Evaluation
  • By link advisers’ reports and performance data.
  • Assessment of evidence forms to review quality of learning.
  • Review of impact on transition by senior adviser (primary) and senior adviser (secondary).

Actions (with approximate timings) 2.3.1 Ensure pupil level data are used effectively to inform curriculum planning, organisation and delivery. Ongoing
  2.3.2 Make effective use of transfer and transition material. Ongoing
  2.3.3 Develop and extend the use of KS4 curriculum programmes in KS3 as appropriate. Ongoing
  2.3.4 Provide inset and support for work scrutiny and moderation of work and understanding of levels. Termly
  2.3.5 Support the extended use of Personal, Social, Health and Citizenship education (PHSCE) and citizenship programmes within KS3. Ongoing
  2.3.6 Improve schools’ ability to track and demonstrate that vulnerable children are making maximum progress. Ongoing

Activity 2.4 Improve leadership and management in KS3.

Purpose of activity
  • To improve the effectiveness of leadership and management in order to raise standards at KS3.
  • To raise attainment, expectation and aspiration for all pupils.

Target groups Senior and middle managers and governors.
Success criteria
  • Aggregated schools’ KS3 targets match LEA targets.

Actions (with approximate timings) 2.4.1 Extend and develop school self-evaluation strategies in response to identified priorities to incorporate the requirements of inclusion and identified underachieving groups. Continuing

2.4.2 Support schools in achieving and disseminating good practice under the Basic Skills Quality Mark (BSQM), inclusion quality mark and National Association of Advisers for Computers in Education (NAACE) mark quality assurance schemes. Continuing

2.4.3 Support the effective use of pupil level data, including Fischer Family Trust modelling, to set curricular targets for groups of pupils and individual pupils within all curriculum areas. By December 2005 and continuing

2.4.4 Support and challenge headteachers and governors to increase the effectiveness of governors, senior and middle managers in schools. Continuing

2.4.5 Support the implementation and development of LIG priorities. Continuing
