Medway Council Cabinet decisions 22.04.08

MEDWAY Council’s Cabinet met today and discussed issues ranging from school admissions to Medway Tunnel. Day Care Services for Adults with a Disability A task group of the Community Services Overview and Scrutiny Committee has reviewed day care services provided by Medway Council for adults with a disability. Its aim was to investigate how these services could be improved and modernised. Cabinet agreed a number of proposals, including short-term measures that can generate service improvement and savings whilst further work is undertaken on medium and longer-term strategies. Guide to Developer Contributions Cabinet considered the results of a consultation on a guide giving developers, land owners and their advisors advice on Section 106 (developer contribution) requirements, which will also help council officers negotiate individual S106 agreements. Cabinet agreed to adopt the Medway Council Guide to Developer Contributions as a supplementary planning document. It also delegated authority to the Director of Regeneration, Community and Culture, in consultation with the Portfolio Holder, to agree minor technical changes to the document. School Admission Arrangements 2009 Each year the council is required to consult on schemes and arrangements for admission of pupils to primary and secondary schools. Cabinet considered how applications to schools will be co-ordinated, as well as detailed entry arrangements to community and voluntary controlled schools. Cabinet agreed: · a co-ordinated scheme for secondary admissions 2009; · arrangements for admission in 2009 to community and voluntary controlled secondary schools; · a co-ordinated scheme for primary admissions 2009; and · arrangements for admission in 2009 to community and voluntary controlled primary schools. New Brompton College - Pension Arrangements Cabinet was asked to agree to staff employed at New Brompton College having continued membership of the Local Government Pension Scheme (LGPS), following a change in the school’s status to a foundation school with a trust. Cabinet agreed to designate the employees of the Governing Body of New Brompton College as eligible to join the LGPS. It also delegated authority to the Director of Children and Adults, in consultation with the Portfolio Holder for Children’s Services, to decide on such matters in future. Grant of Easement, Pier Approach Road, Gillingham Berkeley First Ltd wants to divert a foul sewer, which currently runs under its former Akzo Nobel development site, to the nearby Pier Approach Road. This would make it easier for the company to develop the site. Cabinet agreed to delegate authority to the Assistant Director of Housing and Corporate Services, in consultation with the Portfolio Holder for Finance, to enter into a Deed of Easement in relation to Pier Approach Road at the best consideration reasonably obtainable. Recruitment Freeze Cabinet agreed to unfreeze two posts to enable the recruitment process to begin. Medway Tunnel Medway Council leases part of the Medway Tunnel and has rights over the remaining part of the tunnel (the part in fact within the river) under a 999-year lease from the Rochester Bridge Trust. The lease contains a covenant that the council will keep the tunnel in good and substantial repair and that it will rebuild or reinstate as necessary. Cabinet agreed to recommend to Full Council the acceptance of a one-off payment from the Rochester Bridge Trust towards the Medway Tunnel's upkeep; and the purchase of the tunnel. Details were included in an exempt appendix. Cabinet also agreed that the financial allocation from the Bridge Trust should be ring-fenced for funding works associated with the tunnel and its operation. It will be drawn down and agreed by the Director of Regeneration, Community and Culture, in consultation with the Portfolio Holder for Frontline Services.
