Medway Council Cabinet decisions 13.05.08

MEDWAY Council’s Cabinet met today and discussed issues ranging from the Local Area Agreement to Cabinet Advisory Groups. Medway’s Second Local Area Agreement 2008-2011 This report sought Cabinet’s approval of the performance targets to be included in Medway’s local area agreement (LAA) for recommendation to full Council. Cabinet recommended to Council the performance targets that had been informally agreed with the Government Office of the South East. For those targets where informal agreement has yet to be reached, Cabinet delegated authority to the Chief Executive, in consultation with the Leader of the Council, to complete the negotiation in order that targets against all 35 indicators can be presented to Full Council on 28 May. Cabinet endorsed the targets already set with the Dept for Children, Schools and Families relating to education and early years that will form part of the LAA. It also recommended to Council the lead role and supporting role for the council as described in the report. Cabinet endorsed the allocation of targets to portfolio holders and overview and scrutiny committees as detailed in the report, and noted the LSP thematic partnership that has responsibility in each area. Race Equality Scheme 2008-2011 All local authorities must produce a Race Equality Scheme to outline how they will meet their general and specific duties under the Race Relations (Amendment) Act 2000. The first Race Equality Scheme was agreed at Cabinet on 3 September 2002 and the second on 28 June 2005. There is no statutory requirement to revise and republish the scheme, but there is a requirement to review the list of relevant functions, policies and proposed policies for their relevance to the duty every three years. Cabinet approved the priorities in the Race Equality Scheme subject to outcomes of consultation, and authorise the Chief Executive, in consultation with the Portfolio Holder for Customer First and Corporate Services to: · consider the detailed action plan in light of consultation and to agree the reviewed list of functions and priorities and Diversity Impact Assessment timetable; and · amend the race equality scheme as appropriate to meet the deadline of publication on 31 May 2008. Cabinet Advisory Groups Cabinet has created three Advisory Groups to assist in the areas of corporate parenting, the local development framework and the Council’s procurement arrangements. These groups have no decision-making powers and consist of both executive and non-executive councillors. In some instances they also include external representatives. The re-establishment of these groups will help improve decision-making and assist in the development of policies. Cabinet reaffirmed the establishment of the Cabinet Advisory Groups and appointment of members to the bodies. Recruitment Freeze Cabinet agreed to unfreeze five posts to enable the recruitment process to begin.
