Medway Council Cabinet decisions 03.06.08

MEDWAY Council’s Cabinet met today and discussed issues ranging from a review of mental health services to contracted bus services. Fundamental Review of Mental Health Services (final options) Cabinet considered the findings and recommendations of a review of mental health services, which looked at seconded staff arrangements, the commissioning agreement, and measuring Medway’s services against the National Service Framework. Cabinet noted progress made on resolving the seconded staff arrangements and against the National Service Framework. Cabinet also agreed that commissioning negotiations should start with Medway PCT. Once these have concluded, the resulting agreement will be submitted to the Health and Adult Social Care O&S Committee before final approval by Cabinet and the PCT. Annual Audit and Inspection Letter The Annual Audit and Inspection Letter provides an overall summary of the Audit Commission's assessment of the council for the financial year 2006/07. Cabinet recommended to the Audit Committee the annual audit and inspection letter for clearance. Primary Schools Strategy for Change The Government's Primary Capital Programme is a national programme of capital investment to transform primary education over the next 14 years. Its aim is to rebuild, remodel or refurbish at least half the UK’s primary schools. The Primary Schools Strategy for Change is the council's proposal to maximise this investment, secure value for money and support the Every Child Matters policy agenda in Medway. Cabinet approved the strategy for submission to the Department for Children, Schools and Families. Beechings Cross Playing Fields: Soccer/Tennis Academy Cabinet received an update on proposals to build an indoor tennis facility on part of the Beechings Cross, site at Gillingham, with commercial partners. The remainder of the site would continue to be used for football. Cabinet supported the proposal to advertise the opportunity to develop an indoor tennis centre at Beechings Cross. It authorised the Assistant Director (Housing and Corporate Services), in consultation with the Portfolio Holder for Community Services, to enter into legal agreements with the organisation that offers the best price for the development. Call-in: Various Property Disposals Cabinet considered a report on the recommendations of the Business Support Overview and Scrutiny Committee, following the call-in of Cabinet decisions made on 11 March 2008 about the disposal of various council-owned properties. Cabinet agreed to dispose of half of King Street Car Park, Rochester, retaining the remainder for public parking, and continued to declare four other sites surplus with authorisation for their disposal, with certain additional conditions recommended by the committee. Cabinet authorised the Assistant Director (Housing and Corporate Services), in consultation with the Portfolio Holder for Finance, to dispose of all five sites at best consideration Recruitment Freeze Cabinet agreed to unfreeze nine posts to enable the recruitment process to begin. Contracted Bus Services – Review of Contracts and Award of Tenders The council has 59 contracts for socially necessary bus services funded from its own resources, which expire in September 2008. Tenders have been invited for the continuation of these services beyond that date. Cabinet agreed to award the transport contracts, and agreed changes to the services, as detailed in the report. Award of Contract: Host Organisation for the Medway Local Involvement Network A report made recommendations on the award of a contract to an organisation to provide host services for the Medway Local Involvement Network (LINk). Cabinet awarded the contract to the recommended bidder. A228 Works – Settlement of Claim Cabinet recommended to council to settle a claim from Alfred McAlpine (now Carillion) for works carried out on the A228 between September 2003 and January 2005.
