Medway Council Cabinet decisions 8.01.08

Medway Council’s Cabinet met today, Tuesday, 8 January, and discussed issues ranging from concessionary bus fares, to constitutional issues. School Organisation Plan Although there is no longer a statutory requirement for local authorities to have a school organisation plan, having one will enable the council to establish a framework for school organisational decisions to ensure an appropriate supply of school places. Cabinet approved a number of amendments to the School Organisation Plan following an eight-week consultation with teachers and governors. It also authorised the Director of Children’s Services to produce a new version of the plan. Concessionary Bus Fares Cabinet considered issues arising from the introduction of free bus travel for over-60s and people with disabilities from April 2008 throughout England. Cabinet agreed that from 1 April 2008, the use of concessionary bus passes should be restricted to the statutory minimum times of 9.30am to 11pm, Monday to Friday, and any time at weekends and Bank Holidays. It also agreed to the continued issue of companion bus passes and recommended to Full Council the introduction of a charge of £75 for such passes. Free travel for the companion will apply only to the Medway area, and other parts of Kent where agreed by the local authority. Six Month Progress Report on the Council’s Performance Plan The annual Performance Plan sets out the key priorities for the council. Cabinet considered a review of progress against these priorities for the first six months of 2007/08. Constitutional Issues Cabinet considered a number of proposed changes to the council’s constitution, including the employee scheme of delegation in Development Control, and the establishment of management committees for pupil referral units. Cabinet either approved changes or recommended them to Full Council, as appropriate. Recruitment Freeze Cabinet agreed to unfreeze five posts so that the recruitment process can begin.
