Background

The Planning and Compulsory Purchase Act 2004 (www.opsi.gov.uk/acts/acts2004/20040005.htm) that came into force in September 2004, established a new approach to spatial planning.

The 2004 Act requires that each Local Planning Authority prepares an LDF and each Regional Planning Body prepares a Regional Spatial Strategy (RSS). It replaces the old system of regional planning guidance, structure plans and local plans.

An effective LDF:

  • takes account of national, regional and strategic planning policies;
  • identifies sites for and the requirements of major development;
  • provides the framework of policies for assessing all planning applications;
  • enables infrastructure and service providers to bring forward their services when needed by new development;
  • enables the public to be fully involved in developing local policies and proposals.

The LDF will consist of a portfolio of Local Development Documents (LDDs) instead of a single plan:
