Building
Developers build most new unclassified access roads. Such roads
are built to enable the purchasers of residential, industrial or
commercial property to access their individual sites from the main
and local road network.
Developers transfer the ownership of the access roads to the
council as the highway authority on completion of the development,
so that the future maintenance of the roads is not the
responsibility of the developer or their customers.
So that the roads and footways are built to reasonable standards
and road layout, signing, road marking and street lighting are
consistent with current specifications, the council enters into a
legal agreement with the developer. The developer agrees to build
the roads in accordance with the council’s specification. Its
Capital Projects Section supervises the construction. Normally, one
year after the satisfactory completion of the work, the council
will adopt the roads as public highway.
Planning consent for some developments will stipulate that the
existing road network has to be improved, either adjacent to the
development or, in some cases, at a point some distance from the
site, for safety purposes or to allow for the increase in
traffic.

maintains a list of current schemes. Any queries relating to this
area of work should be referred to that section. Scale drawings of
all developer schemes built since 1980 are available from the
council.
