This page contains representations received (Regulation 20) to the consultation (Regulation 19) on the version of the Local Plan to be submitted for examination.
All comments (representations) made by all parties on the Local Plan Regulation 19 submission document when it was open for public consultation between 30 June and 11 August 2025 are presented here.
Searching for representations
There are a few ways to view comments. A spreadsheet has been created so people can:
- find a comment using the drop down column filtering
- use the search function to search by names, organisations, representation reference or consultation point where the comment was made to the Local Plan.
Once the representations to be viewed in detail have been found in the schedule, find the full comment in one of these ways using either Opus Consult, email, hardcopy references or prefixes.
Representations were given ID numbers using a prefix, and then a number as they were processed. Prefixes include:
- Number for Opus Consult (the online consultation platform used to capture comments online)
- E for email
- H for hardcopy.
Viewing representations
In February 2026, to assist the inspectors with their initial assessment of the plan and to identify the key issues relating to soundness, Medway Council were asked to prepare spreadsheets, set out in Plan Order and Representor ID Order.
The spreadsheets list the representations that were received in response to the council’s invitation to comment on the submitted version of the Medway Local Plan for examination (Regulation 19 and 20 stages).

To view the comments in Local Plan order, Opus Consult allows you to use:
- the menu tree and view comments made on each part of the Local Plan document
- the search box to search for a representation number within the relevant area of the plan.
You'll need to select 'What People Say' to see comments on each section. When you're finished with a section, you can go back by pressing the blue 'X' in the right corner of the window.
You can view full representations made including any attachments in PDF format. Representations are presented in 2 different ways:
- in representation reference ascending order. First Opus Consult, then by email and then hard copy
- in order of the Local Plan.

PDFs are broken into groups due to document size and you can search using the A10.3 Schedule of representations to help find the correct PDF file when searching for a representation. You can use the search function in each PDF by pressing control (ctrl) and F together to locate a specific representation number or specific word such as name or organisation. Representation ID numbers are also bookmarked on the left hand side.
A small number of comments were inadmissible due to inappropriate content.
