Our Private Sector Housing team has led a multi-agency operation aimed at safeguarding residents living in unsafe and illegally operated accommodation.

Working in partnership with Kent Police, Kent Fire & Rescue Service, and our Planning team, council officers executed a pre-planned warrant at a property in Chatham on Wednesday, 28 January, which was suspected of operating as a House in Multiple Occupancy (HMO) without the required license.

The warrant was granted by Medway Magistrates’ Court following evidence that the building was being used as a high-occupancy, high-risk property not meeting the legal safety standards.

Inspection of the property noted serious concerns on possible fire safety hazards, overcrowding and cramped living conditions, poor standards of management and maintenance, and the unlawful and unsafe use of outbuildings as sleeping accommodation.

During the operation, 13 people were found to be living at the site in total – with nine in the main house and four living in outbuildings at the rear of the property.

As a result of the operation, the council has now started formal enforcement action under HMO licensing and management legislation. This action looks to hold the property owners, agents and landlords accountable for their legal responsibilities.

Cllr Louwella Prenter, Portfolio Holder for Housing and Homelessness, said: “I would like to thank our council officers and all of the partner organisations involved in this operation. The issues that were found show a real risk to the residents’ health, safety and welfare – and highlight the importance of HMO licensing in ensuring landlords meet the legal standards.

“This operation demonstrates our continued commitment to ensuring all residents in Medway have access to safe, properly managed accommodation. Where landlords fail in their duties and put people at risk, we will take firm and decisive action.”

This enforcement action forms part of a wider programme of work Medway Council’s Private Sector Housing undertakes throughout the year. The team aims to improve housing safety across Medway, tackle rogue and criminal landlords, enforce against substandard or dangerous accommodation and provide support to vulnerable residents.
