Licensing plans

All applications for a Premises Licence under section 17 of the Licensing Act 2003 (the Act) and a Club Premises Certificate (section 71) must be accompanied by a plan of the premises to which the application relates.

A plan must also be submitted where a variation or minor variation application is made where structural alterations are taking place. 


Plans must be produced to standard scale of 1:100. The council may allow an alternative scale for plans if this has been agreed in writing previously. This will be considered for large establishments where the required layout needs to be easily identified.


The plan will show:

  • the extent of the boundary of the building, if relevant, any external and internal walls of the building and if different, the perimeter of the premises
  • the location of points of access to and exit from the premises
  • the location of escape routes from the premises
  • in a case where the premises is to be used for more than one licensable activity, the area within the premises used for each activity
  • in a case where a licensable activity relates to the supply of alcohol, the location or locations on the premises which are to be used for the consumption of alcohol
  • fixed structures (including furniture) or similar objects temporarily in a fixed location (but not furniture) which may affect the ability of individuals on the premises to use exits or escape routes
  • in a case where the premises include a stage or raised area, the location and height of each stage or area relative to the floor
  • the location of any steps, stairs, elevators or lifts
  • the location of any room containing public conveniences
  • the location and type of any fire safety and other safety equipment
  • the location of a kitchen, if any, on the premises.

The plan may include a legend as long as it is sufficiently illustrated by the use of symbols on the plan.
