Medway Council has published a draft Hoo Development Framework for consultation as part of its work in planning for growth across Medway.
The Hoo Development Framework provides a high-level strategic overview of potential development on the Hoo Peninsula over the next 30 years.
Like other areas across the country, Medway is under immense pressure from central government to provide new housing over the coming years.
The council is looking at options for how Medway can grow sustainably over this time in its new Local Plan. These options include major growth on the Hoo Peninsula, focused around the villages of Hoo, High Halstow and Chattenden.
The council has set out proposals in the draft Hoo Development Framework for what this scale of growth could look like, and where new schools, parks, and local services and facilities would be needed to support those new homes and jobs.
The framework reflects the council’s aims for sustainable development. It sets out key principles to guide future growth, and a high-level masterplan for what the area could look like over the next 30 years.
What the framework covers
The draft Hoo Development Framework sets out ambitions for potential growth on the Hoo Peninsula over coming decades. There is potential for the area to grow by 10,000 homes over the next 30 years.
The framework sets out 4 guiding principles for future development:
- principle 1: a landscape led development - respecting the area’s environment
- principle 2: accessible and well-connected communities - ensuring that people can move around easily and healthily
- principle 3: vibrant and sustainable neighbourhoods - well served by a range of services
- principle 4: attractive buildings and public places - fit for the future and well designed.
The framework plan shows indicative master planning for homes, employment areas and new services and facilities, such as schools, parks and areas for wildlife.

The online consultation ran from 23 September to 25 November 2022.
Copies of the Hoo Development Framework were available to read in public libraries and at Medway Council’s offices at Gun Wharf, Chatham. We also ran a series of public exhibitions in November 2022.
All written feedback has been published and will be carefully considered before moving to the next steps.
