Controlled parking zone options and consequences

Option 1: A controlled parking zone operating during the day

Option 1 is to install a controlled parking zone that operates during the day.

There are two possible times that the controlled parking zone would operate:

If a controlled parking zone operates for an hour in the morning from Monday to Saturday from 9am to 10am:

commuters would not be able to park all day, freeing up space for residents
visitors would be able to park without a permit for most of the day but would need a permit if parking between 9am and 10am
businesses in the area would continue to be able to allow free parking for customers except between 9am and 10am
non-residents would not be able to park in the area, freeing up spaces for residents

If a controlled parking zone operates for an hour in the morning from Monday to Saturday from 8am to 6am:

commuters would not be able to park in the area all day, freeing up space for residents
businesses would need permits to park in the area
limited waiting restrictions would allow visiting residents or businesses to park for up to 2 hours
businesses would be able to continue allowing free parking to customers during the day for up to two hours

Option 2 is to install a controlled parking zone that operates overnight.

There are two possible times that the controlled parking zone would operate:

If a controlled parking zone is in place from 6pm to 8pm Monday to Saturday:

residents with a valid permit would find it easier to park nearer their property when coming home from work
non-residents attending events or visiting other residents would be restricted from parking in the area, freeing up space for residents
commuters may choose not to park in S2 streets as many will not return to their vehicles before 6pm
there would be no on-street customer parking past 6pm for businesses open after 6pm
events in public spaces and schools past 6pm could be affected by permit holder only parking which would come into force at 6pm
residents would need to buy a visitor permit or daily visitor vouchers if they want visitors between 6pm and 9pm

If a controlled parking zone is in place from 9pm to 8am from Monday to Sunday:

businesses would be able to continue allowing free parking to customers until 9pm
events at public spaces and schools would be able to continue operating until 9pm, allowing visitors from outside the area to park for free up to 9pm
residents coming home from work around 6pm may still face issues parking near their property
events at public spaces and schools could continue to restrict resident parking
residents would be able to have visitors between 6pm to 9pm without displaying a valid permit
commuters will be able to return to their vehicles between 6pm to 9pm which takes up resident parking spaces

If a controlled parking zone is in place until 8am:

commuters arriving between 6am to 8am will not be able to park on-street and walk to the train station, freeing up space throughout the day when the zone is not in operation
school staff arriving before 8am would not be able to park in the area
business owners or customers that need to park before 8am would not be able to

Option 3 is for no changes to be made to the existing zones but the proposed extension to the zone would not be installed.

If residents choose option 3, parking will not be reviewed in the area again for a number of years.

Without a controlled parking zone in place:

residents will not be charged to park on the streets near their property
further double and single yellow lines will not restrict where residents are able to park
junctions will continue to be parked on, meaning access for emergency or refuse vehicles will remain difficult at times
businesses will not be restricted to where and how long customers can park
visibility splays at junctions will continue to be occasionally blocked to allow parking to continue
parents at local schools will be able to park in the area for any time to take children to and from school
vehicles that do not move, being worked on, or space vehicles will be able to park in the area for any length of time
school staff will be able to park all day without restrictions
limited parking spaces will continue to be an issue in the evenings.
