Request a Temporary Traffic Regulation Order (TTRO)
You can apply for a temporary road closure, also known as a Temporary Traffic Regulation Order (TTRO), and other roadwork restrictions under Section 14(1) of the Road Traffic Regulation Act 1984.
A TTRO is required for any planned works that affect how the road is normally used. This can include:
- full or partial road closures
- temporary one-way restrictions
- parking or waiting restrictions
- turning bans
- loading restrictions
- speed limits.
In certain circumstances, this regulation can also be used for events. We cannot help with road closures for funerals.
TTRO fees
- £1,820 for planned works lasting up to 21 days.
- £2,240 for planned works lasting more than 21 days.
- £1,410 for emergency closures.
There is an additional charge of £150 for each adjacent street included in the application.
You can include up to 3 adjacent locations in one TTRO.
Planning your road closure
Before submitting a TTRO application, please make sure:
- a road closure or restriction is necessary for the works
- you have booked a Provisional Advance Authorisation (PAA) if you're a utility
company, or submitted a Section 50 application if you're a non-utility company through the Streetworks Team - you have considered nearby schools (you may need to schedule work during holidays or weekends)
- other planned works in the area have been checked on One.Network
- you have considered any School Street restrictions, including timed access controls
- a clear diversion route is provided
- if the diversion route goes outside Medway, you have obtained permission from the
relevant neighbouring authority - you have allowed the correct notice period.
Allow the following notice periods for TTRO applications:
- 8 weeks for most roads
- 90 days for roads on a bus route.
If you change dates or details after submitting your application, the notice period may restart.
These timeframes allow for consultation, coordination with other works, and legal processing.
How to apply for a TTRO
To apply for a TTRO, you'll need to:
- download the TTRO application form
- include the Traffic Management Plan (TMP) showing how the closure or restriction will be managed in your application
- email your application to traffic.management@medway.gov.uk.
