A premises will be considered a Miners' Welfare Institute if it is established and conducted for social and recreational purposes and either:
- its affairs are managed by a group of individuals of whom at least two thirds are miners’ representatives
- it operates on premises the use of which is regulated in accordance with a charitable trust and the trust has received money from:
- The Miners’ Welfare Fund
- The former Coal Industry Social Welfare Organisation
- The Coal Industry Social Welfare Organisation.
