Housing Delivery Test Action Plan
The latest Housing Delivery Test results were published on 17 August 2026 for both 2024 and 2025. Medway scored 60% of delivery compared with the defined housing requirement.
As this is below 75%, the National Planning Policy framework states:
- that there is a requirement to produce an Action Plan
- a 20% buffer should be added to the identified supply of specific deliverable sites and
- an evidenced unmet need for housing is deemed to exist for the purpose of applying Policy S5 (1)(j).
A new Action Plan will be produced within 6 months of 17 August 2026.
Previous results
The previous set of results were published in December 2024. Medway scored 74%.
An Action Plan was produced after being approved by Cabinet on 3 June 2025.
This Action Plan reviews the:
- work we're doing to deliver housing within Medway
- major causes of under delivery
- actions needed to increase the amount and rate of delivery of new homes.
