School finance: Section 251 budget and outturn statements
Local councils must submit budget statements to the Secretary of State for Education every year. These contain information about planned education and children’s social care expenditure. Budget tables are separated into allocations for the local council, funding allocations for early years providers and funding allocations for high needs establishments.
Local councils must also submit outturn statements. These contain information about actual education and children’s social care expenditure. Outturn statements are separated into expenditure relating to schools and local council education departments, and children and young people’s services.
The requirement is from section 251 of the Apprenticeships, Skills, Children and Learning Act (2009).
