If you think you have been incorrectly issued a parking fine, also known as a Penalty Charge Notice (PCN), you can appeal the decision. To make an appeal you need your vehicle registration and the PCN number.

If your appeal is unsuccessful

Appeal a PCN that was attached to your car or handed to you in person

If an appeal to a PCN attached to your car or handed to you in person (Regulation 9 Penalty Charge Notice) is unsuccessful, then you can make a formal appeal by following the instructions on the Notice to Owner which is sent to the owner of the registered vehicle.

If this appeal is unsuccessful, you can still appeal to an independent adjudicator.

Appeal a postal PCN

To make a formal appeal follow the instructions on the postal PCN (Regulation 10 Penalty Charge Notice), which acts as a Notice to Owner. If this appeal is unsuccessful, contact the independent adjudicator.
