You can view evidence of why we issued a Penalty Charge Notice (PCN) once you have entered your PCN number and vehicle registration into our form for paying a PCN. You can then decide to pay or appeal.
You'll get a 50% discount if you pay within the first 14 days.
If your PCN number is not recognised
If you're entering your PCN number into our online form and it is not being recognised, check you have:
- included all letters and numbers with no spaces (PCNs usually begin with the letters MW)
- entered the vehicle registration number correctly.

Cost of PCNs
The charge depends on the severity of the violation. You must pay the fine within 28 days.
Fines cost:
- £70 reduced to £35 if paid within 14 days for higher level Penalty Charge Notices
- £50, reduced to £25 if paid within 14 days for lower level Penalty Charge Notices
- £60 reduced to £30 if paid within 14 days for bus lane or moving traffic contraventions. If you have not paid after 28 days, the cost will rise to £90.
Appeal a PCN
You can appeal a:
If we receive an appeal during the discounted payment period, your PCN will be placed on hold whilst your appeal is reviewed.
If your appeal is rejected, we will normally re-offer the discounted payment period for a further 14 days from the date of our rejection letter or email.
Enforcement times
Parking enforcement hours run from 7am to 1am, Monday to Sunday including bank holidays.
Enforcement by camera, for example for driving in bus lanes or moving traffic offences, is all day from Monday to Sunday including bank holidays.
Text message scam
If you receive a text message asking you to pay a PCN, do not open any links or make a payment with their instructions. This is a scam.
We do not send text messages when we issue PCNs.
